Parenting, or rather, lack of

For awhile now ive been observing they way my brother acts and what mymom and stepdad do about it. last week him andhis friends threw some rocks atour neighbors car, causing 500$ dollars in damamge that WE are paying for. what happens to him? he's punished for not even a full 24 hours, he got yelled at forced to sit at the kitchen table doing nothing. he didnt even get hit. if i had done that at his age, hell, if i had done that now i woulda gotten fucking BEATEN! but no, not a finger is laid on him, as i write this he is playing his DS. he stil gets to watch TV, much to my dislike. this is wrong
Yesterday we discoverd there was a cup of his pee under his bed, i accidentaly knocked it over and becvause my mom's lazy i had to clean it up. once again something i would have been BEATEN for, what do they do to him? yell at him for 5 minutes. he's still allowed video games/TV. this is wrong
Every day at the dinner table he pretends to hit either his dad or our mom, or both. something i wouldve been hit for. what do they do? NOTHING! this is fucking wrong
Whenever i call them on it you know what they do? tell me "you're not his parent" and "mind your own buisness" and other retarded parent cop-outs like that.
about 10 minutes ago i told my mom he was playing his DS, you know what she says? "His dad gave it back to him! what am i supposed to do?" i said "Take it away again" then she said "well Derek (my stepdad) just yells at me for it" this struck me as ridiculous, no retarded. i find this lack of parenting quite disturbing, id like to hear your thoughts
