The Jiralhanae Hegemony

The Jiralhanae Hegemony is one of the three major political and military powers in the Milky Way Galaxy. The Jiralhanae Hegemony, often refered to as simply "The Brutes" by both the Elites and the Office of Naval Intelligence, is what can be considered to be the remainder of the Covenant Loyalists, left over from the Great Schism. While no longer adhereing to Covenant ideology, The Brutes make use of Covenant technology and military structure as a means of continued cohesion in the face of the threat presented by the Elites. While considered to be a non-hostile allied force by ONI Section 0, The Brutes have a great propencity for violence and battle. Combined with incredsible technology left over from the era of the Covenant, The Brutes have solidified their position as a major power, and their actions severly impact galactic stability.

The Jiralhanae Hegemony is a generlly uniform tribal government. The entire hegemony is controlled by a Chieftain of the Brutes. The Chieftain of the Brutes oversees all actions taken by The Obsidian Hierarchy, The Warlord Council, The Honor Guard, and The Tribal Military.

The Obsidian Hierarchy

The very nature of the Obsidian Hierarchy is not very well understood by ONI. What is known is that The Obsidian Hierarchy is intended to protect and safeguard the very existance of the Jiralhanae in every respect. They are social guardians that protect heritage and tradition. They are political guardians, going so far as to ensure that the current Chieftain of the Brutes serves the interest of the entire species, and even going further as to attempt assassinations on their own Chieftain of the Brutes or other high ranking Cheiftains if they feel that they are going down the wrong path. This behavior was observed when the Obsidian Hierarchy attempted the assassination of Dirk, the predecessor to Barrabus, the current Chieftain of the Brutes. The Obsidian Hierarchy is also a military guardian, being charge with incredibly secret military tasks that involve the greatest of stealth against declared enemies of the Hegemony.

The Warlord Council

The Warlord Council is a group of Brutes who hold the ranks of Ship Master on Assault Carriers and flagships and Fleet Master in large battle groups. These Brutes report directly to the Chieftain of the Brutes and bring all offensive and defensive concerns to the attention of the Chieftain. The Warlord Council will coordinate with other military strategists, including ONI Section 1, to carry out offensive strikes. This was done to great effect against the Elites.

The Honor Guard

A recent addition to the ranks of the Brutes. The Honor Guard are charged with the protection of the CHieftain of the Brutes. It has been suggested that all Honor Guards fall under the banner of The Obsidian Hierarchy, but this is not publicallty known or even acknowledged.

The Tribal Military

The Tribal Military is the main fighting force of the Jiralhanae Hegemony. This division encompasses the typical Brute, from Minor to War Chieftain, that cannot call itself a member of either of the three aforementioned branches. This is the only publically acknowledge branch of the Hegemony, as the other three are shrouded in mystery.

The Jiralhanae Hegemony also controls a number of major shipyards where the construction of warships takes place. The following is a list of all major shipyards.

  1. Pious Salvation

  2. Acute Mercy

  3. Uruckus

Technology

The Jiralhanae Hegemony has access to a variety of technology, giving them an edge in combat. Provided that their adopted Covenant technology is not destructive enough, their native technology can provide a level of brutality that would be deemed appropriate by The Brutes.

The Jiralhanae Hegemony is a generally uniform tribal government. The entire hegemony is controlled by a Chieftain of the Jiralhanae. The Chieftain of the Jiralhanae generally oversees all actions taken by The Obsidian Hierarchy, The Warlord Council, The Honor Guard, and The Tribal Military. The Chieftain of The Jiralhanae generally rules with an iron fist, in ways that are very similar to an absolute dictator. While this has proven to have its benefits, problems can arise in a power vacuum when a Chieftain of the Jiralhanae is killed. As a result of this, a Chieftain of the Jiralhanae who is killed during wartime, by a non-Jiralhanae, will immediately be replaced by the next-of-kin, or the closest male family relation. This method of succession is in response to the loss of Tartarus in 2552.

While The Warlord Council does its best to maintain communication across the entire military, and across all of the Jiralhanae controlled territory, The Warlord Council still does have difficulty reaching the most remote areas of its territory or immediate areas of contention or battle. As a result of this, strategic planning can suffer and result in a reduce effectiveness and coordination in the ranks of the Jiralhanae.

Planets

The Jiralhanae Hegemony, while considered to have ultimate dominion of Jiralhanae controlled space, and the planets there-in, many planets, due to their remote nature, tend to be more self-governing, and more-or-less isolated from Doisac. Efforts by The Warlord Council have attempted to change this, but there sheer number of clans spread across known Jiralhanae worlds makes it very difficult to ensure total unity and cohesion. The following is a list of known worlds currently under Jiralhanae dominion.

  1. Doisac

    1. Solrapt

    2. Teash

    3. Warial

  2. Dracard

  9. Advanced Metals and Compounds (Native and Adopted)

  10. Electromagnetically Powered Weaponry

  11. Unknown Compounds used as Ammunition

  12. Human-designed Weaponry (Collected and Re-purposed)

Production and Industrialization

The Jiralhanae have demonstrated that they excel in the production of small-scale wartime weapons and equipment. They have also demonstrated an understanding of Industrialization and large scale manufacturing, as well as the ability to build and construct ships. However, their ability to build and construct ships does have its limitations. The major issue that the Jiralhanae are faced with is the design and architecture of new and original designs. The Jiralhanae tend to fall back on the designs that were used by The Covenant, as it was their only source material. This could prove to be problematic in the long-run, as it could cause stagnation in technological advancement. Another problem is the fact that The Jiralhanae have difficulty replacing the materials and resources that they are being consumed by their military industrial complex. The reason for this difficulty stems from a lack of expertise and in-depth knowledge in the area of mining and refinement. Due to current circumstances, ONI has been willing to assist The Jiralhanae in this matter, but a long term commitment of this nature could create a state of hyper-dependancy from The Jiralhanae and a situation where Human-manpower will become spread too thin. Additionally, Human civilian organizations have showed a total lack of interest in trying to help in the matter due to the timid nature of many civilians when faced with the overbearing, and often, hyper-dominering nature of The Jiralhanae. As a result, The Military has had to step in, in this regard, instead of civilian bodies. Current efforts by Jiralhanae leadership shows a willingness to try and create a state of greater independance in this matter, but the time required to instruct The Jiralhanae on how to maintain independence in terms of their resources will be vast, and the commitment of ONI will need to be great. However, long-term projections by HIGHCOM suggest that greater independannce for The Jiralhanae will have fewer consequences than persistent dependency, as an effort to help The Jiralhanae establish independence would be seen as a sign of good faith, and even loyalty, which could prove beneficial in diplomatic situations. Additionally, by having ONI Engineering Teams study past Covenant methods in various areas, ONI can better refine its own methods and technology, as well as put forth an effort to help The Jiralhanae.

As it stands, Scientific advancement, as well as research and development, are pretty much non-existent for The Jiralhanae. Due to the inter-dependancy of Covenant races during the apex of The Covenant Empire, many races singularly specialized, in one area, and stagnated and suffered in various others. ONI Science divisions have made an effort to try and spark an interest and even a desire for scientific advancement for The Jiralhanae, but the nature of their culture makes this a difficult task.

These Jiralhanae report directly to the Chieftain of the Jiralhanae and bring all offensive and defensive concerns to the attention of the Chieftain. The Warlord Council will openly coordinate with other military strategists, including ONI Section 1, to carry out offensive strikes. This was done to great effect against the Sangheili.

The Honor Guard

A recent addition to the ranks of the Brutes. The Honor Guard are charged with the protection of the Chieftain of the Brutes. It has been suggested that all Honor Guards fall under the banner of The Obsidian Hierarchy, but this is not publicly known or even acknowledged.

The Tribal Military

The Tribal Military is the main fighting body of the Jiralhanae Hegemony. This division encompasses the typical Jiralhanae, from Minor to War Chieftain, that cannot call itself a member of either of the three aforementioned branches. This is the only publicly acknowledge branch of the Hegemony, as the other three are shrouded in mystery.

  1. Doisac

    1. Solrapt

    2. Teash

    3. Warial

  2. Dracard

  3. Ujaroka

  4. Skar

  5. Praxus

  6. Beren

  7. Secundus

  8. Quartus

  9. Tusken

  10. Kaesarus

Shipyards

The Jiralhanae Hegemony also controls a number of major shipyards where the construction of warships takes place. The following is a list of all major shipyards.

  1. Oth Sonin Shipyard

  2. Pious Salvation

  3. Acute Mercy

  4. Uruckus

Technology

The Jiralhanae Hegemony has access to a variety of technology, giving them an edge in combat. Provided that their adopted Covenant technology is not destructive enough, their native technology can provide a level of brutality that would be deemed appropriate by The Brutes.

  1. Anti-Gravity Technology (Covenant Adopted)

  2. Gravity Manipulation Technology (Covenant Adopted)

  3. Plasma and Pulse Based Weaponry (Covenant Adopted)

  4. Energy Shielding (Covenant Adopted)

  5. Active Camouflage (Covenant Adopted)

  6. Incendiary Weaponry

  7. Kinetic Weaponry

  8. Nuclear Weaponry

The Jiralhanae Pack

The Jiralhanae Pack is one of the three major political and military powers in the Milky Way Galaxy, and is the name given to all Jiralhanae who have been organized under a single military entity who have sworn loyalty and service to The Chieftain of the Jiralhanae. The Jiralhanae Pack, often refereed to as simply "The Jiralhanae" by both the Sangheili and the Office of Naval Intelligence, is considered to be what is left of the military body of The Jiralhanae after the dissolution of The Covenant in 2553. While most Jiralhanae no longer adhere to Covenant ideology or religion, The Jiralhanae make use of Covenant technology and military structure as a means of continued cohesion in the face of the threat presented by the Sangheili. While considered to be a non-hostile allied force by ONI Section 0, The Jiralhanae have a great propensity for violence and confrontation. Combined with incredible technology left over from the era of the Covenant, ONI Section 0 still recognizes The Jiralhanae as viable threats to what can be considered galactic stability.

Jiralhanae Pack Divisions

The Jiralhanae Pack is a non-uniform tribal Government. The entire Pack is controlled by a Chieftain of the Jiralhanae.

The Chieftain of The Jiralhanae

The Chieftain of The Jiralhanae is the single individual who, is more or less, seen as the voice of The Jiralhanae under his rule, and as such, is considered the leader of his species. It is generally accepted that any Planets, ships, armies, or individuals that swear loyalty to The Jiralhanae Hegeomony, fall under the direct rule of The Chieftain of The Jiralhanae.

The Warlord Council

The Warlord Council is a group of Jiralhanae who hold the ranks of Ship Master on Assault Carriers and flagships and Fleet Master in large battle groups. These Jiralhanae report directly to the Chieftain of the Jiralhanae and bring all offensive and defensive concerns to the attention of the Chieftain. As a result of this, strategic planning can suffer and result in a reduce effectiveness and coordination in the ranks of the Jiralhanae.

The Obsidian Hierarchy

The very nature of the Obsidian Hierarchy is not very well understood by ONI. What is known is that The Obsidian Hierarchy is intended to protect and safeguard the very existence of the Jiralhanae in every respect. They are social guardians that protect heritage and tradition. They are political guardians, going so far as to ensure that the current Chieftain of the Brutes serves the interest of the entire species, and even going further as to attempt assassinations on their own Chieftain of the Brutes or other high ranking Chieftains if they feel that they are going down the wrong path.

The Honor Guard

A recent addition to the ranks of the Brutes. The Honor Guard are charged with the protection of the Chieftain of the Brutes. It has been suggested that all Honor Guards fall under the banner of The Obsidian Hierarchy, but this is not publicly known to be fact or even acknowledged by any single Jiralhanae.

This division encompasses the typical Jiralhanae, from Minor to War Chieftain, that cannot call itself a member of either of the three aforementioned branches. This is the only publicly acknowledge branch of the Hegemony, as the other three are shrouded in mystery. All Jiralhanae who serve with The Tribal Military fully understand the current state of affairs, and can be counted on to, more or less, keep themselves in check with Humans. ONI Has observed an increasingly ridged and stern approach to military operations and procedures in The Tribal Military, which suggests there is an effort to try and match the rigorous and stern approach favored by both Humans and Sangheili.

Lone Packs

Lone Packs are groups of Jiralhanae who have, for whatever reason, not sworn total loyalty and obedience to The Chieftain of The Jiralhanae, and hence, do not fall under the direct authority of The Chieftain of The Jiralhanae. While some Lone Packs have resulted from some Jiralhanae not wanting to live in a structured society, some have emerged due to their isolation on remote worlds which are further away from the center of Jiralhanae activity. Some Lone Packs have proven to be typically harmless when faced with outsiders, while some have defaulted to a highly aggressive way of life which have proven hostile to anyone, regardless of species, who are not part of the pack. Most of the more violent and aggressive Lone Packs stay within the borders of Jiralhanae controller territory, rarely venturing outwards, while the more passive ones have gone as far as Earth, in groups as large as 100. However, all Lone Packs tend to stay away from populated centers, and prefer the solitude of remote areas.

Religion

Interestingly enough, The Jiralhanae Pack does not have what can be considered a state-sanction religion. Like other liberal-manifestos, theology has taken a backseat to more warlike behaviour, and as such, religion plays no major role in the governing of The Jiralhanae Pack. The Current leadership of The Jiralhanae Pack has deemed adhereance to The Covenant to be a capital crime, due to the inherently hostile approach to Humans. This stance was taken in an attempt to ease tensions between Humanity and The Jiralhanae Pack,

Jiralhanae Master Tribe Divisions

The Jiralhanae Master Tribe is a non-uniform tribal Government. The entire Master Tribe is controlled by a Chieftain of the Jiralhanae. The Chieftain of the Jiralhanae generally oversees all actions taken by The Obsidian Hierarchy, The Warlord Council, The Honor Guard, and Alpha Tribes.

The Warlord Council is a large political and military group of Jiralhanae who hold the ranks of Ship Master, Fleet Master, or Alpha Tribe Chieftain. These Jiralhanae report directly to the Chieftain of the Jiralhanae and bring all offensive and defensive concerns to the attention of the Chieftain. The Warlord Council will openly coordinate with other military strategists, including ONI Section 1, to carry out offensive strikes. This was done to great effect against the Sangheili in 2555.

The Obsidian Hierarchy

The very nature of the Obsidian Hierarchy is not very well understood by ONI. What is known is that The Obsidian Hierarchy is a very ancient group that is intended to protect and safeguard the very existence of the Jiralhanae in every respect. This behavior was observed when the Obsidian Hierarchy attempted the assassination of Chieftain Dirk, the predecessor to Barrabus, the current Chieftain of the Brutes. The Obsidian Hierarchy is also a military guardian, being charge with incredibly secret military tasks that involve the greatest of stealth against declared enemies of the Hegemony

The Honor Guard

A recent addition to the ranks of the Brutes. The Honor Guard are specially charged with the protection of the Chieftain of the Brutes. It has been suggested that all Honor Guards fall under the banner of The Obsidian Hierarchy, but this is not publicly known to be fact or even acknowledged by any single Jiralhanae. The exact origins of these Brutes remain a mystery. However, field reports indicate that all Honor Guards have been, currently are, or have the skill and wisdom necessary to be Chieftains.

The Alpha Tribes

Alpha Tribes are groups of Master Packs that have allied and banded together under a very common mentality. Alpha Tribes typically represent fairly large portions of the Jiralhanae population. It is at the Alpha Tribe level that these population groups begin to show differences in their overall behavior, their social customs, their appearance, grooming, dialect, religious practices (or lack thereof),hunting ceremonies, and even mating habits. Most Brutes tend to mate within their own Alpha Tribes, rarely seeking mates from other Alpha Tribes. Alpha Tribes are typically large enough and varied enough to ensure a large genetic pool to prevent inbreeding.

The Master Packs

The Master Packs are the main fighting body of the Jiralhanae Hegemony, composed of smaller packs that have banded together in commonality. This division of Brute society encompasses the typical Jiralhanae, from Minor to War Chieftain, that cannot call itself a member of either The Obsidian Hierarchy, The Warlord Council, or The Honor Guard. All Jiralhanae who serve with Master Packs fully understand the current state of affairs, and can be counted on to, more or less, keep themselves in check with Humans. ONI Has observed an increasingly ridged and stern approach to military operations and procedures in man Master Packs, which suggests there is an effort to try and match the rigorous and stern approach favored by both Humans and Sangheili.

Packs

The smaller packs of Jiralhanae which compose the larger Master Packs tend to vary in size and composition. Some smaller packs are composed of large groups of Jiralhanae that share a similar ideology and/or are composed exclusively of males who have forged familiar ties in combat. Packmates often refer to each other as to as "pack brothers". Due to the complex, and widely misunderstood nature of Jiralhanae packs, it was widely believed that the term "pack brother" was intended to refer to Jiralhanae of a similar blood line. However, intel suggests that the term "pack brothers" is synonymous with friend or best friend. It has been observed on rare occasions of Brutes in packs referring to each other as simply "brother". Based on information gathered by ONI, this implies a very close bond, kinship, or friendship, very similar to an adopted family member in Human terms.

Lone Packs

Lone Packs are groups of Jiralhanae who have, for whatever reason, avoided total loyalty, fidelity, and obedience to The Chieftain of The Jiralhanae, and hence, do not fall under the direct authority of The Chieftain of The Jiralhanae. Lone Packs are very unpredictable. As a result, The Military has advised Civilians to avoid approaching or attempting any sort of communication with Lone Packs, unless totally sure that an aggressive response can be totally avoided. Military personnel are advised to demonstrate extreme caution with Lone Packs.

Clans

Clans have a very specific role in Jiralhanae society. A clan is similar to a pack, in such that it encompasses a group of Jiralhanae, but the major difference is that a clan only consists of Jiralhanae of a similar bloodline. In the Jiralhanae clans, the term brother and sister refer directly to siblings. All Jiralhanae have clan names, which they typically keep to themselves. It is considered normal for females to take the clan name of the males that they mate with. A clan is typically led by the most prominent male, from the clan, in Jiralhanae society. These males are often considered highly desirable by females, and have a very high reproductive chance. Based on ALpha Tribe customs, leaders of clans may or may not engage in a monogamous relationship with a single female.

Planets

The Jiralhanae Master Tribe, while considered to have ultimate dominion of Jiralhanae controlled space, and the planets there-in, many planets, due to their remote nature, tend to be more self-governing, and more-or-less isolated from Doisac. Efforts by The Warlord Council have attempted to change this, but there sheer number of packs spread across known Jiralhanae worlds makes it very difficult to ensure total unity and cohesion. The following is a list of known worlds currently inhabited by the Jiralhanae.

  1. Doisac

    1. Solrapt

    2. Teash

    3. Warial

  2. Dracard

  3. Ujaroka

  4. Skar

  5. Praxus

  6. Beren

  7. Secundus

  8. Quartus

  9. Tusken

  10. Kaesarus

Shipyards

The Jiralhanae Master Tribe also controls a number of major shipyards where the construction of warships takes place. The following is a list of all major shipyards.

  1. Oth Sonin Shipyard

  2. Pious Salvation

  3. Acute Mercy

  4. Uruckus

Technology

The Jiralhanae Pack has access to a variety of technology, giving them an edge in combat. Provided that their adopted Covenant technology is not destructive enough, their native technology can provide a level of brutality that would be deemed appropriate by The Brutes.

  1. Anti-Gravity Technology (Covenant Adopted)

  2. Gravity Manipulation Technology (Covenant Adopted)

  3. Plasma and Pulse Based Weaponry (Covenant Adopted)

  4. Energy Shielding (Covenant Adopted)

  5. Active Camouflage (Covenant Adopted)

  6. Incendiary Weaponry

  7. Kinetic Weaponry

  8. Nuclear Weaponry

Current efforts by Jiralhanae leadership shows a willingness to try and create a state of greater independence in this matter, but the time required to instruct The Jiralhanae on how to maintain independence in terms of their resources will be vast, and the commitment of ONI will need to be great.

Society

Interestingly enough, The Jiralhanae Master Tribe does not have what can be considered a state-sanction religion.

Society

Jiralhanae society has always been varied and diverse - a fact that has widely led to conflict over these differences in the past. However, in the more modern era, these differences are far less aggrevating to the Jiralhanae due to their awareness of others races in the Gakaxy. However, despite this awareness, there still exists some competition and pride in individual differences and customs from one Jiralhanae clan to the next. Most clans keep their competition to a minimum, often drawing the line at competing over recognition in society. Very rarely will one clan declare open warefare on another clan, especially on a clan of great recognition and respect.

Known Clans

  • Clan Blackpelt - Known members include Barrabus, Dancarus, Brutus, and Ursa. Clan Blackpelt is known for the rare black fur that seems to be quite prevolant in this clan. Highly respected due to the status of being the clan of the Chieftain of The Brutes. Clan Blackpelt prefers monogomous relationships with their mates, places a high degree of value on fur, in the form of mohawks, goatees, and body fur, does not adhere to any sort of religion, places great value on the notions of loyalty and kinship. Clan Leader: Barrabus

The Obsidian Hierarchy

The very nature of the Obsidian Hierarchy is not very well understood by ONI. What is known is that The Obsidian Hierarchy is a very ancient group that is intended to protect and safeguard the very existence of the Jiralhanae in every respect.

Based on Clan customs, leaders of clans may or may not engage in a monogamous relationship with a single female. It is at the Clan level that Jiralhanae  begin to show differences in their overall behavior, their social customs, their appearance, grooming, dialect, religious practices (or lack thereof),hunting ceremonies, and even mating habits.

Lone Packs

Lone Packs are groups of Jiralhanae who have, for whatever reason, avoided total loyalty, fidelity, and obedience to The Chieftain of The Jiralhanae, and hence, do not fall under the direct authority of The Chieftain of The Jiralhanae.

  3. Acute Mercy

  4. Uruckus

Technology

The Jiralhanae Master Tribe has access to a variety of technology, giving them an edge in combat. Provided that their adopted Covenant technology is not destructive enough, their native technology can provide a level of brutality that would be deemed appropriate by The Brutes.

  1. Anti-Gravity Technology (Covenant Adopted)

  2. Gravity Manipulation Technology (Covenant Adopted)

  3. Plasma and Pulse Based Weaponry (Covenant Adopted)

  4. Energy Shielding (Covenant Adopted)

  5. Active Camouflage (Covenant Adopted)

  6. Incendiary Weaponry

  7. Kinetic Weaponry

  8. Nuclear Weaponry

Current efforts by Jiralhanae leadership shows a willingness to try and create a state of greater independence in this matter, but the time required to instruct The Jiralhanae on how to maintain independence in terms of their resources will be vast, and the commitment of ONI will need to be great.

As it currently stands, Jiralhanae with any degree of technical expertise are considered highly valued by The Obsidion Hierarchy, and are often recruited.

Religion
Interestingly enough, The Jiralhanae Master Tribe does not have what can be considered a state-sanction religion. This stance was taken in an attempt to ease tensions between Humanity and The Jiralhanae Master Tribe,
