The Office of Naval Intelligence Central Command

The Office of Naval Intelligence Central Command (ONI CC), commonly misnomered as just ONI, is the military government that controls all of humanities assets, as of 2553. After the Third Battle of Earth, in which most of the UNSC's chain of command was either utterly smashed or scattered, ONI was the strongest and most cohesive surviving entity, surviving largely in part due to an establish power base in the J-2-Alpha system. Having lost Earth at the time, the human race had nowhere to go. It was at this time that many thousands of humans were evacuated from Earth and moved to J-2-Alpha. This became the "New Earth" as ONI closely guarded the secret of J-2-Alpha, for the survival of the human race depended on it. The J-2-Alpha system serves as the operational base of ONI Central Command, where all decisions are made and fleet yards are kept. The misnomer of ONI was adopted by most soldiers as a sort of slang for ONI CC, to satire the notion that most of the senior brass comes from ONI. However, ONI CC is not to be confused with ONI. ONI CC is the overall organization, while ONI is a smaller part of a larger entity, though, a very important and instrumental part, as previously mentioned. ONI CC is technically classified as a Temporary Emergency Government, acting as a substitute power-base while the UNSC chain of command was rebuilt and reestablished.

Intelligence Dossier

General Information

The Office of Naval Intelligence has its founding as early as the mid 20th century. During the Human-Covenant War, ONI served as simply the intelligence and espionage branch for the collective UNSC. After the collapse of the UNSC in mid 2553, top ONI brass, namely Director Preston Vernette, took control of what was left of the military in order to continue the fight against both The Elites and The Brutes. After ONI had taken control of all remaining military assets, it reformed the military and chain of command, taking careful consideration to keep an identical chain of command so as to simplify the transition, and formed The Office of Naval Intelligence Central Command (ONI CC). ONI CC is a temporary organization for ONI, intended to act on behalf of a defunct UNSC and UEG, and is not intended to be a permanent solution, but rather, a stop gap until the UNSC ranks can be filled, and the UEG can be reformed.

History and Origins

ONI CC emerged from what was left of Humanities military forces after the third battle of Earth in mid 2553. With the UNSC Chain of command in shambles, and military assets at dangerously low levels, ONI established the ONI CC to keep the chain of command together, as well as to act as a cohesive structure to maintain military operations in the wake of a devastating assault. Unlike many UNSC departments, ONI had long since prepared itself for a reemerging hostility towards Humans, on the part of the Sangheili, and as such, we quite prepared to handle the fallout of the betrayal. Since 2553, ONI CC has be able to maintain a very strict and firm grasp on Human assets, using their very familiar totalitarian and draconian approach and methodologies to maintain order, and to ensure Humanities survival in the face of overwhelming odds. As a result of their actions, Humanity has managed to re-establish itself, and once again take its place as a major player in galactic affairs, going so far as to lead a successful invasion of Sangheilios in 2555, which resulted in a near halt to enemy hostility.

Decommissioning

As of 2555, ONI CC has yet to release its control of Human military affairs, despite the ongoing efforts to once again establish the UNSC and UEG as the central aspects in Human military and political affairs. With the ongoing conflict with The Trust, ONI CC has been unable to facilitate a shift in power due to fears of Trust infiltration into the newly reestablished organizations.

Primary Roles

Due to the nature of operations undertaken by ONI CC, all major areas of logistical concern are overseen by various portions and divisions of the chain of command.

Intelligence Gathering

The logistics for intelligence gathering and counter-intelligence is jointly overseen by ONI Section One, rather, ONI Section One and its sub branches. Intelligence gathering is typically done by the Prowler Corps, which specializes in covert monitoring of enemy communications, both long range and close range. The Signal Corps will typically perform counter intelligence by sending vessels and personnel into deep space in order to broadcast false messages, bad intelligence, and create communications traffic to confuse hostile forces, and make the process of location colonies and remote stations exceedingly difficult.

Espionage

While very similar in purpose to the intelligence gathering carried out by ONI Section One, the Espionage that is carried out by ONI Section Zero Agents typically provides very rich and verbose levels of information on front line activity of hostile forces, so as to facilitate in the formation of battle plans and offensive counter-attacks. In some very rare cases, xeno-personnel who have defected are typically used as covert double agents on their respective home worlds, as was the case with several Sangheili in 2555. It should be noted that almost every instance of a non-human asset being used for intelligence gathering purposes has gone undocumented and has never been publicly acknowledged. Additionally, ONI Sleepers provide internal espionage, that is, the supervision of the entire chain of command, with the sole purpose of helping ONI Section Zero police internal activities and audit all operations carried out by ONI.

Security and Defense

Security and defense tends to be a very broad matter for ONI CC, as it involves both the security forces which maintain order among the civilian population, but also the permanent defense forces which are stationed at planet-side installations. In large part, security and defense is handled by the main branches of the uniformed services, namely, the Army, Marine Corps, Air Force, and Navy, with the Army making up the vast majority of planet-side defenses. In addition to the armed military personnel which are stationed planet-side, civilian organizations, such as police and other emergency response units, are generally found in all human cities. Furthermore, the Peacekeeper sub-branch of the Army makes up a highly specialized branch of military soldiers that are trained to handle civilian matters. Peacekeepers are typical dispatched during riots or protests in order to ensure that civil obedience remains the norm.

ONI Security forces, which are answerable to ONI Section One, ensure that the security and integrity of ONI facilities remains uncompromised and intact. In the event that an ONI Facility is compromised, ONI Security are almost always the first responders, stepping up to defende ONI assets with an extreme zeal and dedication.

Tactical Operations

ONI CC tactical operations are carried out jointly by ONI Section I and the Uniformed services. ONI Section One will be the main provider of all battlefield intel, so that the uniformed services can mount, and carry out, effective strategic operations.

Propaganda

ONI CC, during the course of its various engagements, has been forced to utilize propaganda on a consistent basis, to ensure that the civilian population's morale remains consistent, but also to ensure that potentially damaging information does not reach the eyes and ears of lower ranking military personnel and civilian agencies. ONI Section II is largely responsible for this branch of ONI CC, and it plays a very direct role in overseeing the day to day activities of ONI CC propaganda efforts, in addition to its standard duties.

Research and Development

The research and development projects for ONI CC are largely overseen by ONI Section III, with ONI Section Zero playing the very distinct role of policing and supervising all R&D inititives. ONI Section Three has direct oversight of various programs, such as the Spartan Programs. Sub-branches, such as The Materials Group, which operates under ONI Section Three, is responsible for the procurment and development of advanced matwerials for use in the construction of technological assets.

ONI Section Zero has direct oversight of the REAP-X department, that is, the Reverse Engineering and Prototyping–Xenotechnology department. REAP-X's primary responsibility is to revserse engineer technology, both Covenant and Forerunner in origin, for use in ONI Special projects, such as thos ecarried out by ONI Section Zero and ONI Section Three.

Planets

Despite the catastrophic losses suffered at the hands of The Covenant, the Office of Naval Intelligence Central Command still controls and oversees colonial and civillian affairs on a large network of planets and territories. These planets and territories are under the protection of the ONI CC and, as such, require persistent supervision. The ONI CC has dedicated significant resources in the protection of all remaining human territories, and as such, affirmed their commitment to their protection. Due to the vast amount of information on this topic, each planet has been listed in a general ledger, and provided its own dossier. This information can be accessed by reviewing the notice below.

For further information on the planets under the control of the ONI CC, please refer to the following Dossier and access subcategories as needed: Planets and Locations

Shipyards and Stations

The Office of Naval Intelligence also controls a number of major shipyards where the construction of warships takes place. The following is a list of all major shipyards.

  1. Gamma Eridon Shipyard

  2. Epsilon Ilo Shipyard

  3. Alpha Serranus Shipyard

  4. Zeta Quarter Shipyard

  5. Tempus Fugit Shipyard

In addition to the shipyards listed above, ONI CC has multiple small scale orbital stations around colony worlds which can be used as docking anchors for smaller vessels.

ONI maintains much of the technology used by The UNSC, as well as adopting and reverse engineering various pieces of Covenant technology

  • Slipspace capabilities

  • Nuclear capabilities

  • Magnetic acceleration technology

  • Biological and cybernetic augmentation technology

  • Artificial Intelligence technology

The research and development projects for ONI CC are largely overseen by ONI Section III, with ONI Section Zero playing the very distinct role of policing and supervising all R&D initiatives.

REAP-X's primary responsibility is to reverse engineer technology, both Covenant and Forerunner in origin, for use in ONI Special projects, such as thos ecarried out by ONI Section Zero and ONI Section Three.

Planets

Despite the catastrophic losses suffered at the hands of The Covenant, the Office of Naval Intelligence Central Command still controls and oversees colonial and civilian affairs on a large network of planets and territories.

Chain of Command

The following is a breakdown of ONI CC's Chain of Command, which shows how each government, military, and civilian department oversees its sub-branches, in order to carry out the day to day operations of the greater organization.

Departmental Roles and Responsibilities

Due to the wide array of operations undertaken by ONI CC, all major areas of logistical concern are overseen by various branches and divisions of the chain of command. The main logistical operations of ONI CC can be broken down as follows:

Intelligence Gathering

The logistics for intelligence gathering and counter-intelligence is jointly overseen by ONI Section One, rather, ONI Section One and its sub branches. Intelligence gathering is typically done by the Prowler Corps, which specializes in covert monitoring of enemy communications, both long range and close range. The Signal Corps will typically perform counter intelligence by sending vessels and personnel into deep space in order to broadcast false messages, bad intelligence, and create communications traffic to confuse hostile forces, and make the process of location colonies and remote stations exceedingly difficult.

General Information

The Office of Naval Intelligence Central Command (ONI CC), commonly misnomered as just ONI, is the military government that controls all Human assets, as of 2553. After the Third Battle of Earth, in which most of the UNSC's chain of command was either utterly smashed or scattered, ONI was the strongest and most cohesive surviving entity, surviving largely in part due to an establish power base in the J-2-Alpha system. Having lost Earth at the time, the human race had nowhere viable to go. It was at this time that many thousands of humans were evacuated from Earth and moved to J-2-Alpha. ONI closely guarded the secret of J-2-Alpha, for any information leaks would surely bring about the near total annihilation of the Human race.

The research and development projects for ONI CC are largely overseen by ONI Section III, with ONI Section Zero playing the very distinct role of policing and supervising all R&D initiatives.

  1. Gamma Eridon Shipyard

  2. Epsilon Ilo Shipyard

  3. Alpha Serranus Shipyard

  4. Zeta Quarter Shipyard

  5. Tempus Fugit Shipyard

In addition to the shipyards listed above, ONI CC has multiple small scale orbital stations around colony worlds which can be used as docking anchors for smaller vessels.

Research and Development

The research and development projects for ONI CC are largely overseen by ONI Section III, with ONI Section Zero playing the very distinct role of policing and supervising all R&D initiatives. ONI Section Three has direct oversight of various programs, such as the Spartan Programs. Sub-branches, such as The Materials Group, which operates under ONI Section Three, is responsible for the procurment and development of advanced matwerials for use in the construction of technological assets.
