Well comparing Fallout and Oblivion is like comparing two cars from the same manufacturer, but just different years. Like a 2008 Honda Civic vs a 2009 Honda Civic.
Both Oblivion and Fallout are RPGs, running on relatively the same engine, with the same play style, interface, and controls.
The difference comes from the facts that one is mid-evil and one is futuristic. This is a major point as to which time line you prefer.
While Fallout does seem more solid, while Oblivion felt more bouncy (jump height, running speed, movement), Oblivion was more saturated and real world like, Fallout had a lot of brown in it while Oblivion used the entire color pallet.
Oblivion has Magic and swords, Fallout has guns and baseball bats.
One is not better than the other, because that is simply opinion-based at that point, and it is ancient knowledge that an opinion cannot be right or wrong unless proven beyond a shadow of a doubt (ie: The Earth is spherical, not flat.)
I would say there are aspects of each game that were better than the other.
-Fallout felt more solid than Oblivion but Oblivion had a better color pallet.
-Oblivion had more varied weapon types, while Fallout was more straight forward with it's weapon selection
-Fallout had the perk system
-Oblivion had spells which could induce perks
It boils down to what you prefer IMO. One is not better than the other.
