He/she could be a rear admiral or something that was one part of ONI or some intelligence group before defecting. The reason s/he defected is because of fear and promises of safety and being take care of in exchange for classified information. S/he accepts the offer, because Insurrectionists are more of the hit and run type instead of head on attackers unless the odds are greatly in their favor, and they live on astroid colonies because it is much harder to detect them in astroid belts.
The flood, after occupying a host long enough, are capable of skills such as using weapons, flying banshees and other aircraft. Or they could have been brought to the astroid colony due to an Insurrectionist pirate ship bringing tainted cargo that hasn't been checked to the surface. From there, the infection forms takes hosts, make carrier forms which make more infection forms. At first the spread is slow due to there being only a few infection forms, which is why they are undetected. But as more infection forms are made, there is a population boom, making it seem like a sudden outbreak of flood.
