Naval Command Naval Command (NAVCOM) Has three main sub divisions. Three three main divisions are Fleet Command (FLEETCOM), Logistical Operations Command (NavLogCom), and Naval Special Warfare (NAVSPECWAR). The primary respjnsibility of NAVCOM is the direction administration of The Navy. NAVCOM reports directly to HIGHCOM. All Naval Operations must be directed to NAVCOM in order to be carried out. Naval Command served the same role in both The UNSC and The ONI CC.
