Office of Naval Intelligence Divisions

The Office of Naval Intelligencehas its foundings as early as the mid 20th century. During the Human-Covenant War, ONI served as simply the intelligence and espionage branch for the collective UNSC.
ONI is divided into 4 major organizations. While ONI is the main Government body as of 2555, it still retains its hierarchical structure:

Section 0

Section 0 is the internal affairs division of ONI. It also serves as the shadow government running all human affairs. It maintains total secrecy from the general public, and very little is known about it, and what is known, is known by very few people. All that is generally known is that the Director of Section 0 can supersede any decision made at any time. The Director of Section 0, is essentially, the most powerful position in ONI. The Director of Section 0 has permission to carry out any assignment under any premise as he or she sees fit. Section 0 is highly guarded secret, but its security and secrecy is paramount. Missions carried out by Section 0 agents always have the authorization to use lethal force if necessary if the completion of a mission is in jeopardy. Missions undertaken by Section 0 agents and ships generally are of great importance where failure is otherwise unacceptable. Section 0 officers are given seniority in combat situations. Simply due to their affiliation, officers can supersede orders from another non Section 0 officer or soldier a whole rank above their own. All other divisions of ONI answer to Section 0. Essentially, Sections 1, 2, and 3 are all controlled by Section 0. It should be noted that Section 0 maintains control of all Spartan MJOLNIR equipment. It also ensures that anything Spartan related, including the armour and the drug, do not fall into the hands of anyone. This is the second General Order of ONI, second only to the defence of all information pertaining to J-2-Alpha. While Section 3 controls most classified projects, Section 0, after reorganization, has taken a role of controlling top secret military projects as well, such as the Spartan II (Class 0 and Class 2) Program. Project CLOAK AND DAGGER, which was active during the Human-Covenant War, was also a classified project controlled by Section 0. Section 0's main base of operations is located on the planet of Tempus Fugit. A highly remote, and enigmatic planet. Outside of Section 0, this planet merely exists in rumor, and has never been proven to exist.

Section 1

Section 1 is the main military branch of ONI. It is responsible for the training and armament of all ONI military equipment and personnel. All ONI marines and ODST fall under the command jurisdiction of Section 1. In more detail, Section 1 oversees the responsibility for the shipyards, ship production, personnel training, personnel armament, and strategic intelligence. Section 1 is generally known to the public in terms of recruitment into the military, but the inner workings of the command structure are classified. In short, Section 1 controls the mainstream military, carrying out all missions that are considered necessary to the war effort.

Section 2

Section 2 is the colonial affairs and propaganda division of ONI. It directly controls the ONI Peacekeepers or ONI Cops as they are nicknamed. They serve to keep the population in line and monitor and control the civilian Surveillance Grid. They are responsible for seeking out and keeping and forcing people to stay on the grid. They report all suspicious happenings and possible Insurrectionist activity to ONI Section 1, and it is then passed on to Section 0. Section 2 is also civilian affairs. It serves as the public government that is "elected" by the people. It is responsible for colony expansion and population control. It ensures the population is comfortable and happy in order to maximize efficiency. The visible government is generally self governing, and it does have power, but any ruling can be overruled by Section 0 at any time. Although the image of democracy is given, it is, more or less, a military dictatorship.

Section 3

Section 3 is the top-secret projects division. It should be noted that Section 3's responsibilities never inter-mix with Section 0. During the Human-Covenant War, Section 3 was responsible for the Spartan II (Class 1) and the Spartan III programs. Section 3 also oversees the NOVA project, the MJOLNIR Program, the ORION Project, and many other black ops. Though a few of Section III's programs are well known and celebrated for their success, the Marines and top brass treat most with contempt. The Spartan-III project was kept secret from the vast majority of Section III. This is not particularly unusual as Section III is a large division with numerous sub-cells. The division and compartmentalization is to ensure secrecy and security.

The Trust Syndicate

The Trust Syndicate started as a formation of powerful and influential business men and military officials just before the start of the Jovian Moons Campaign of 2160. The Trust Syndicate's primary order was to ensure that the Western ideals of capitalism and free enterprise prosper and out-live all communist and socialist ideologies, specifically the ones brought for by the Koslovic Supporters and Frieden Movements. As the United Nations spread the ideologies of capitalism and free enterprise across the Sol system in the early to mid 22nd century, the ideas of Communism were revived by Vladimir Koslov, and the German Frieden Movement sought to withdraw from UN control and corruption and reform as an independant state on the Jovian Moons. The Trust was to see that proper financial and military support was given to the UN in the form of control of important banking and military institutions. It was because of this approach that The Trust evolved to believe that it MUST control everything in order to carry out their mission...which has adapted over the years to be interpreted as the survival of the Human race, at any cost, without regard for ethical and moral repercussions.

The Trust Syndicate Divisions

The Trust Syndicate is divided into several branches, each that deal with separate aspects of the overall organization to facilitate continued operation. The three major branches of The Trust include The Board of Chairmen, Division 7, and the Armed Services.

The Board of Chairmen

The Board of Chairmen is the leadership division of The Trust. All centralized command decisions originate from The Board of Chairmen. Due to the elusive nature of The Trust, members of The Board of Chairmen are rarely seen or are rarely discovered. It is because of this, crippling the Leadership of The Trust has proven to be a very ineffectual tactic. Members of The Board of Chairmen tend to be individuals who wield large degrees of power, control, and/or respect. Chairmen who have such leverage will often abuse said leverage to great affect to advance the goals of The Trust. Throughout the years, there have been many members of The Board of Chairmen, from military officers, to civilians - each with something of substantive value to offer The Trust in their ongoing operations. Despite the vital importance of The Board of Chairmen, The Trust is capable of operating without direction from The Board for prolonged periods of time, if necessary. However, among Trust operatives, the chain of command is quite clear and obvious, so any disruptions to The Board of Chairmen can be quickly rectified if need be.

Division 7

Division 7 is the primary Special Operations and Research and Development branch of The Trust. All of the biggest and most sophisticated battlefield technology is developed by Division 7 R&D. Division 7 is one of the newer branches of The Trust. However, despite that fact, it has quickly become one of the most important branches of the entire organization to date. In its endeavors, Division 7 tends to be highly specialized in everything that it does, from weapons research, to special operations and applications. Division 7 tends to recruit the brightest individuals and the most skill operatives to assist in its ongoing operations. Division operatives tend to be very short tempered and reculsive, even towards other members of The Trust. As a result of this, Division 7 operatives are seen with a high-degree of mistrust from the rest of the organization.

Armed Services

The armed services of The Trust is comprised mostly of Marines and ODSTs that have been recruited into the service of The Trust. These are typically normal soldiers, who have undergone a degree of augmentation, typically in the form of illegal Spartan I augmentation, and special training. Trust marines and Trust ODSTs are widely considered to be far more skilled and deadly than their UNSC or ONI counterparts.

The Risk Takers

The Risk Takers is a group of Spartans, organized by The Board of Chairmen, that have charged with the primary directive of engaging, and eliminating Nighthawk and Anaconda. The Risk Takers are composed of Spartan IIIs and Class 0 Spartan IIs. Each member of The Risk Takers are specifically trained to counter any and all tactics utilized by Nighthawk and Anaconda. Due to the high priority of the Risk Taker's objective, they are frequently given much leverage to utilize any tactics, manpower, and resources they deem necessary, without consequences.

ODST Black Team

ODST Black Team was formed in the year 2515 by Robert Novak and Constantine Spender, under the premise of creating highly effective and dangerously enhanced soldiers to carry out missions of critical importance to The Trust. ODST Black Team is widely considered the most dangerous and verstile team of soldiers currently in service to The Trust. On multiple occasions, they have proven unwavering loyalty to The Trust and a terrifying commitment to the objectives of The Trust, despite the obvious immoral reprocussions of what was being done. The naming convention of ODST Black Team operatives all follow a sequential numbering system, prefixed by the word "Black".

Fuurther information on ODST Black Team can be forund HERE

ODST Nova Team

ODST Nova Team, while also members of The Trust, have taken on the reputation of being ODST Black Team's personal rivals in The Trust. Nova Team was formed in the end of 2539, shortly after the Battle of Genesis. Little is known about ODST Nova Team, aside from the fact that their naming convention seems to imitate that of Egyptian Mythology, as opposed to going with a numbered scheme, much like ODST Black Team does. The reasons for using Egyptian mythology as a naming convention remain a mystery, even to members of The Trust. It is speculated that "The Consultant" - the officer who spearheads Division 7 operations, specifically chose this naming scheme due to the mysterious nature of Egyptian deities. Additionally, unlike ODST Black Team, ODST Nova Team reports directly to The Consultant and Division 7, as opposed to Spender or The Board of Chairmen. It is speculated that ODST Nova Team holds more loyalty to The Consultant than any other member of The Trust.

The Trust has access to a very wide array of technology, with most of it being either stolen, or reverse engineered from stolen technology. On top of the stolen and reverse engineered technology, The Trust also has access to a large pallet of in-house technology that tends to be very unique to The Trust.

  1. Plasma based weaponry (Covenant Adopted).

  2. Human-designed Weaponry.

  3. Combustion based projectile weaponry.

  4. Stealth systems (ONI Adopted).

  5. Ablative hull armor.

Additionally, unlike ODST Black Team, ODST Nova Team reports directly to The Consultant and Division 7, as opposed to Spender or The Board of Chairmen. It is speculated that ODST Nova Team holds more loyalty to The Consultant than any other member of The Trust.

The Trust Syndicate

The Trust Syndicate started as a formation of powerful and influential business men and military officials just before the start of the Jovian Moons Campaign of 2160. The Trust Syndicate's primary directive was to ensure that the Western ideals of capitalism and free enterprise prosper and out-live all communist and socialist ideologies, specifically the ones brought forth by the Koslovic Supporters and Frieden Movements. In order to do facilitate this goal, The Trust was to see that proper financial and military support was given to the UN in the form of controlling important banking and military institutions, as well as large private corporate enterprises. It was because of this approach that The Trust evolved over the years to believe that it MUST control every facet of Human society in order to carry out their mission. This had further evolved into the ideal that has come to be interpreted as the survival of the Human race, at any cost, without regard for ethical and moral repercussions. In the modern era, The Trust is little more than a highly manipulative cabal of Human society, which has proven time and again to be entirely self-interested, motived by the singular will to dominate Human civilization. Since the advent of The Human-Covenant War, The Trust has firmly believed that only they can defeat The Covenant, and any other threat that presents itself to Humanity.

Further information on The Risk Takers can be found HERE

Since the advent of The Human-Covenant War, The Trust has firmly believed that only they can defeat The Covenant, and any other threat that presents itself to Humanity. The Trust's primary tactics involve infiltration and manipulation of social and professional institutions to advance their own Agenda. From their acquisition of influential business moguls, to the placement of Trust operatives into high ranking military positions, The Trust has a finely tuned their abilities in order to manipulate their way to power. During the Human-Covenant war, with all political and decision-making authority being absorbed by the UNSC, The Trust had singularly focused their efforts on infiltrating numerous military branches, including the highly reclusive and secretive ONI Section 0, and engaged in countless operations to, both, combat The Covenant, and further their stranglehold on Human affairs. THis activity went on largly unnoticed and above the observation of the rest of the UNSC for a majority of the war. However, in 2540, The Trust faced total exposure of their existence and agenda, and since then, have been classified as a terrorist organization, which continues to pose a threat to, both, the security of Humanity and the integrity and legitimacy of military operations.
