If you have a JTAG Xbox 360, then you can download the modded .ini, as well as the mod itself. The secret base is beside Girdershade.

Download Now
INSTRUCTIONS:
  1. Delete Fallout3.ini from your Xbox 360 HDD
  2. Copy Fallout3.ini from the downloaded archive and copy it over to your 360 HDD
  3. Copy NewHouse.esp to the data folder on your Xbox 360 HDD
  4. Start the game and go to Girdershade. You will notice a building called Abandoned Garage. GO inside, and dowen the stairs to find this base.
