Well, I say we do both.

A Non Quarian who is taking advantage of Quarians to try and utilize what they think is a Prothean device.

The manipulation tactic is so obvious as well: A Promise of allowing The Quarians to use these advancements in their fight with the Geth is too much to pass up.

In the end: we are left with a bad guy and a bunch of indoctrinated Quarians.
