The Jiralhanae Pack
The Jiralhanae Pack is one of the three major political and military powers in the Milky Way Galaxy, and is the name given to all Jiralhanae who have been organized under a single military entity who have sworn loyalty and service to The Chieftain of the Jiralhanae. The Jiralhanae Pack, often refereed to as simply "The Jiralhanae" by both the Sangheili and the Office of Naval Intelligence, is considered to be what is left of the military body of The Jiralhanae after the dissolution of The Covenant in 2553. While most Jiralhanae no longer adhere to Covenant ideology or religion, The Jiralhanae make use of Covenant technology and military structure as a means of continued cohesion in the face of the threat presented by the Sangheili. While considered to be a non-hostile allied force by ONI Section 0, The Jiralhanae have a great propensity for violence and confrontation. Combined with incredible technology left over from the era of the Covenant, ONI Section 0 still recognizes The Jiralhanae as viable threats to what can be considered galactic stability.

Jiralhanae Pack Divisions
The Jiralhanae Pack is a non-uniform tribal Government. The entire Pack is controlled by a Chieftain of the Jiralhanae. The Chieftain of the Jiralhanae generally oversees all actions taken by The Obsidian Hierarchy, The Warlord Council, The Honor Guard, and The Tribal Military. The Chieftain of The Jiralhanae generally rules with an iron fist, in ways that are very similar to an absolute dictator. While this has proven to have its benefits, problems can arise in a power vacuum when a Chieftain of the Jiralhanae is killed. As a result of this, a Chieftain of the Jiralhanae who is killed during wartime, by a non-Jiralhanae, will immediately be replaced by the next-of-kin, or the closest male family relation.
The Chieftain of The Jiralhanae
The Chieftain of The Jiralhanae is the single individual who, is more or less, seen as the voice of The Jiralhanae under his rule, and as such, is considered the leader of his species. It is generally accepted that any Planets, ships, armies, or individuals that swear loyalty to The Jiralhanae Hegeomony, fall under the direct rule of The Chieftain of The Jiralhanae.
The Warlord Council
The Warlord Council is a group of Jiralhanae who hold the ranks of Ship Master on Assault Carriers and flagships and Fleet Master in large battle groups. These Jiralhanae report directly to the Chieftain of the Jiralhanae and bring all offensive and defensive concerns to the attention of the Chieftain. The Warlord Council will openly coordinate with other military strategists, including ONI Section 1, to carry out offensive strikes. This was done to great effect against the Sangheili. While The Warlord Council does its best to maintain communication across the entire military, and across all of the Jiralhanae controlled territory, The Warlord Council still does have difficulty reaching the most remote areas of its territory or immediate areas of contention or battle. As a result of this, strategic planning can suffer and result in a reduce effectiveness and coordination in the ranks of the Jiralhanae.
The Obsidian Hierarchy
The very nature of the Obsidian Hierarchy is not very well understood by ONI. What is known is that The Obsidian Hierarchy is intended to protect and safeguard the very existence of the Jiralhanae in every respect. They are social guardians that protect heritage and tradition. They are political guardians, going so far as to ensure that the current Chieftain of the Brutes serves the interest of the entire species, and even going further as to attempt assassinations on their own Chieftain of the Brutes or other high ranking Chieftains if they feel that they are going down the wrong path. This behavior was observed when the Obsidian Hierarchy attempted the assassination of Dirk, the predecessor to Barrabus, the current Chieftain of the Brutes. The Obsidian Hierarchy is also a military guardian, being charge with incredibly secret military tasks that involve the greatest of stealth against declared enemies of the Hegemony.
The Honor Guard
A recent addition to the ranks of the Brutes. The Honor Guard are charged with the protection of the Chieftain of the Brutes. It has been suggested that all Honor Guards fall under the banner of The Obsidian Hierarchy, but this is not publicly known to be fact or even acknowledged by any single Jiralhanae.
The Tribal Military
The Tribal Military is the main fighting body of the Jiralhanae Hegemony. This division encompasses the typical Jiralhanae, from Minor to War Chieftain, that cannot call itself a member of either of the three aforementioned branches. This is the only publicly acknowledge branch of the Hegemony, as the other three are shrouded in mystery. All Jiralhanae who serve with The Tribal Military fully understand the current state of affairs, and can be counted on to, more or less, keep themselves in check with Humans. ONI Has observed an increasingly ridged and stern approach to military operations and procedures in The Tribal Military, which suggests there is an effort to try and match the rigorous and stern approach favored by both Humans and Sangheili.
Lone Packs
Lone Packs are groups of Jiralhanae who have, for whatever reason, not sworn total loyalty and obedience to The Chieftain of The Jiralhanae, and hence, do not fall under the direct authority of The Chieftain of The Jiralhanae. While some Lone Packs have resulted from some Jiralhanae not wanting to live in a structured society, some have emerged due to their isolation on remote worlds which are further away from the center of Jiralhanae activity. Some Lone Packs have proven to be typically harmless when faced with outsiders, while some have defaulted to a highly aggressive way of life which have proven hostile to anyone, regardless of species, who are not part of the pack. Most of the more violent and aggressive Lone Packs stay within the borders of Jiralhanae controller territory, rarely venturing outwards, while the more passive ones have gone as far as Earth, in groups as large as 100. However, all Lone Packs tend to stay away from populated centers, and prefer the solitude of remote areas.
Planets
The Jiralhanae Hegemony, while considered to have ultimate dominion of Jiralhanae controlled space, and the planets there-in, many planets, due to their remote nature, tend to be more self-governing, and more-or-less isolated from Doisac. Efforts by The Warlord Council have attempted to change this, but there sheer number of clans spread across known Jiralhanae worlds makes it very difficult to ensure total unity and cohesion. Technology
The Jiralhanae Pack has access to a variety of technology, giving them an edge in combat. Provided that their adopted Covenant technology is not destructive enough, their native technology can provide a level of brutality that would be deemed appropriate by The Brutes.

Production and Industrialization
The Jiralhanae have demonstrated that they excel in the production of small-scale wartime weapons and equipment. They have also demonstrated an understanding of Industrialization and large scale manufacturing, as well as the ability to build and construct ships. However, their ability to build and construct ships does have its limitations. The major issue that the Jiralhanae are faced with is the design and architecture of new and original designs. The Jiralhanae tend to fall back on the designs that were used by The Covenant, as it was their only source material. This could prove to be problematic in the long-run, as it could cause stagnation in technological advancement. Another problem is the fact that The Jiralhanae have difficulty replacing the materials and resources that they are being consumed by their military industrial complex. The reason for this difficulty stems from a lack of expertise and in-depth knowledge in the area of mining and refinement. Due to current circumstances, ONI has been willing to assist The Jiralhanae in this matter, but a long term commitment of this nature could create a state of hyper-dependancy from The Jiralhanae and a situation where Human-manpower will become spread too thin. Additionally, Human civilian organizations have showed a total lack of interest in trying to help in the matter due to the timid nature of many civilians when faced with the overbearing, and often, hyper-dominering nature of The Jiralhanae. As a result, The Military has had to step in, in this regard, instead of civilian bodies. Current efforts by Jiralhanae leadership shows a willingness to try and create a state of greater independance in this matter, but the time required to instruct The Jiralhanae on how to maintain independence in terms of their resources will be vast, and the commitment of ONI will need to be great. However, long-term projections by HIGHCOM suggest that greater independannce for The Jiralhanae will have fewer consequences than persistent dependency, as an effort to help The Jiralhanae establish independence would be seen as a sign of good faith, and even loyalty, which could prove beneficial in diplomatic situations. Additionally, by having ONI Engineering Teams study past Covenant methods in various areas, ONI can better refine its own methods and technology, as well as put forth an effort to help The Jiralhanae.
As it stands, Scientific advancement, as well as research and development, are pretty much non-existent for The Jiralhanae. Due to the inter-dependancy of Covenant races during the apex of The Covenant Empire, many races singularly specialized, in one area, and stagnated and suffered in various others. ONI Science divisions have made an effort to try and spark an interest and even a desire for scientific advancement for The Jiralhanae, but the nature of their culture makes this a difficult task.
