A planet will work, but I would prefer that the planet be a rather small one. A large astroid would be ideal, because those would be hard to find in an astroid belt, which is ideal for insurrectionist hiding spots, and also a good place for the flood the escape elimination. And a smaller world helps add to the fear factor that the flood give. I'm always more comfortable fighting them in large, open grounds than in close, confined areas in the halo games.
