After the Third Battle of Earth, in which most of the UNSC was utterly smashed, ONI was the only surviving entity, surviving only because Director Vernette had the foresight to establish a large powerbase in the J-2-Alpha system, without the rest of the UNSC knowing. Having lost Earth, the human race had nowhere to go. It was at this time that many thousands of humans were evacuarted from Earth and moved to J-2-Alpha. This became the "New Earth" as ONI closely guarded the secret of J-2-Alpha, for the survival of the human race depended on it. The J-2-Alpha system serves as the operation base of ONI, where all decisions are made and fleetyards are kept.
